What Plans Can Council Use For Estimating Size of Extention

I have a bungalow which was original built in 1939 of timber construction including timber cladding. The bungalow bears no resembelence to the original plans having been extended at least twice. the brickwork is now of 1960’s type. I intend to put another floor to create 4 bedrooms and bathroom as at present there is no bathroom but a wet room with toilet off the kitchen. I live on green belt but have numerous barns and outbuildings. I have no neighbours and the only view to the rear of my property is a sub station and national grid pylons. My question is can the  council planning use the original plan of 1939 even though it has no bearing on the size of the property.
