Retrospective Planning Advice

I have a rear extension and the footings are being dug, all the planning is approved. The approved plan is 5ft shy of my neighbours rear ext and I have frustratingly changed my mind on design and I am desperate to come further out and level with my neighbour. My neighbour and I are good friends and there would certainly be no objection. I have been advised by Havering Planning this is not a minor amendment and would require a full application. I have read about retrospective planning, but I’m unsure if this is an actual process or just a term for a regular application after work has started or completed. Finally, I am concern that this is further effort for this application and I would not wish to waste time or money – is there a recommended company that anyone can recommend to support this type of process.
