converting a house into two flats

I have an end terrace house that I want to convert to two flats.  below is a plan of the house as it is at the moment.  I want to block the door from the hall to the front room and the door from the hall to the back room.  That would separate the two flats.  Then fit a kitchen to bedroom two for the upstairs flat.

The front door would be the entrance to the upper floor flat and the side entrance from another street would be the downstairs flat.  Obviously there would be sound proofing and fire regulations and every council planning will have their own criteria, but was wandering if anyone thinks it would be a good enough layout to be acceptable as a layout.
